Einari Kisel is the Professor of Practice on Energy Policies in Tallinn University of Technology, leading an interdisciplinary Energy Foresight Centre that brings together researchers of energy from different faculties of the university. In parallel he is also a Member of Supervisory Board and Audit Committee of state-owned energy utility Eesti Energia AS.
Before current duties he was acting from 2020 until 2024 as Head of Strategy and Partnerships at the FinEst Centre for Smart Cities, and from 2014 until 2020 as the Regional Manager for Europe in the World Energy Council Secretariat in London. From 2002 until 2012 he was engaged in the Ministry of Economic Affairs and Communications of Estonia firstly as the Director of Energy Department and since 2008 as the Undersecretary of State for Energy, being a leader for the liberalisation and digitalisation of Estonian energy system.
Einari Kisel has received a PhD degree in Power Engineering (2017), and master’s degrees both in Business Administration (1998) and in Thermal Engineering (1995) from Tallinn University of Technology (TalTech). His Doctoral Thesis proposed a set of indicators for measuring the adequacy of energy policies, with special focus on energy security indicators.
